Men will no longer be able to obtain passports abroad. However, there are exceptions
Male citizens of Ukraine aged 18 to 60 will no longer be able to obtain passports while outside Ukraine. This decision was made by the Cabinet of Ministers (Resolution No. 443 of April 23, 2024).
However, the restrictions do not apply to men who are subject to the provisions of paragraphs 21-23,27 of the Rules for Crossing the State Border by Citizens of Ukraine, approved by the Cabinet of Ministers of Ukraine on January 27, 1995, No. 57.
These include:
► Persons with disabilities, if they have a certificate confirming their status;
► persons who have a spouse from among persons with disabilities and accompany such spouses to travel outside Ukraine, if they have documents (notarized copies thereof) confirming family ties and disability;
► persons who have one of their parents or their spouse's parents from among persons with disabilities of group I or II and accompany one of such parents to travel outside Ukraine;
► persons who provide permanent care for persons with disabilities of group I or II and accompany such persons when traveling outside Ukraine;
Parents, guardians, trustees, foster parents, foster parents raising a child with a disability under the age of 18;
► parents who are dependent on an adult child who is a person with a disability of group I or II;
► grandfathers, adult brothers, stepfathers who accompany children with disabilities when traveling outside Ukraine;
► guardians of persons with disabilities recognized by the court as incapacitated, who accompany such persons to travel outside Ukraine, if there is a decision to appoint a guardian over such person, and in case no guardian is appointed for such person, one of the adult family members of the first or second degree of kinship.
In its turn, the Ministry of Foreign Affairs of Ukraine informed that Resolution No. 443 concerns documents issued by the SMS of Ukraine upon applications received by the SE "Document" and does not apply to the work of the consular service of the Ministry of Foreign Affairs of Ukraine.
However, at the moment, the Ministry has suspended acceptance of new applications for consular actions from men aged 18-60 who are abroad.
