Hetmantsev reports on the results of de-shadowing the alcoholic beverage market
Despite the fierce resistance of the black market, measures to de-shadow the alcoholic beverage market are yielding positive results, including in the form of budget revenues.
Payments to the budget by companies in the industry in 7 months of 2024 increased by almost 20% compared to 7 months of 2023 (+UAH 1.1 billion).
There is also an increase in VAT tax efficiency. Taking into account the latest VAT declaration results, the tax efficiency in the industry in 2024 is 7.12%, which is 1.5 percentage points more than last year (5.62%) (for reference: in peaceful 2021, the tax efficiency was 5.16%).
Excise tax revenues from alcoholic beverages produced in Ukraine have also increased significantly. In the first 7 months of 2024, the budget received UAH 0.5 billion more (+10.8%) than the actual revenues for the same period last year.
Production volumes in the first half of 2024 increased by 8.3% to 13.4 million dal from 12.3 million dal in the first half of 2023 (12.05 million dal in the first half of "peaceful" 2021).
There was also a 29.1% increase in cash register/pre-payment transactions in the first half of 2024 compared to the first half of 2023.
It is worth noting that even those taxpayers in the industry who previously did not pay a single hryvnia despite their activities are starting to pay taxes.
These results have been achieved due to the strengthening of control over the production of excisable goods, continuous analysis of licensees' work, time-based observations of production processes and control over retail and wholesale turnover, and, as a result, the termination of existing tax evasion schemes.
