Car sellers will be obliged to provide consumers with information on official fuel consumption and CO2 emissions

In order to ensure public discussion, the Ministry of Economy of Ukraine publishes the Draft Resolution of the Cabinet of Ministers of Ukraine "On Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 1200 dated November 11, 2009" (hereinafter - the Draft Resolution).

The Draft Resolution has been developed to implement Directive 1999/94/EC of the European Parliament and of the Council of 13 December 1999 on the availability of information to consumers on fuel economy and carbon dioxide emissions for the sale of new passenger cars (subparagraph 7 of paragraph 70 of the action plan for the implementation of the recommendations of the European Commission presented in the Report on Ukraine's Progress under the European Union Enlargement Package 2023, approved by the CMU Resolution No. 133 dated 09.02.2024).

The draft resolution provides for the implementation of the provisions of Directive 1999/94/EC by

- amending Resolution of the Cabinet of Ministers of Ukraine No. 1200 dated 11.11.2009, which provides for the Ministry of Infrastructure, the Ministry of Internal Affairs and the Ministry of Environment to prepare a manual on fuel consumption and specific CO2 emissions and update it once a year;

- Amendments to the Procedure for Wholesale and Retail Trade in Vehicles and Their Component Parts with Identification Numbers, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1200 dated 11.11.2009, which provide for

♦ to oblige business entities to provide consumers with information on official fuel consumption and official specific CO2 emissions at the point of sale of new passenger cars;

♦ establish requirements for the label to be attached to or placed near the car being sold;

♦ establish requirements for posters and electronic displays to be placed in a visible and accessible place for consumers;

♦ establish requirements for advertising materials for new passenger cars;

♦ establish requirements for information to be contained in the manual on fuel consumption and specific CO2 emissions.
