Business is waiting for the adoption of the draft law on customs reform

The European Business Association is grateful to the Verkhovna Rada Committee on Finance, Taxation and Customs Policy for approving Draft Law #6490-d for the second reading, which amends the Customs Code of Ukraine. This draft law provides for the establishment of specifics of service in the customs authorities and certification of customs officials.

The business community positively assesses the following provisions of the draft law:

Introduction of transparent competitive selection for the position of the Head of the State Customs Service. The draft law provides for the involvement of international experts with a high level of professional competence in the selection committee, which will contribute to objectivity and impartiality in the selection process.

Strengthening the human resources of the customs authorities. The new Head of the State Customs Service will have the right to form a team, including the appointment of deputies and other managers without the need for approval from the Minister of Finance. This will facilitate faster and more efficient management of the customs authorities.

Introduction of an annual independent audit. To control the effectiveness of customs authorities and reduce corruption, an annual external audit is envisaged, the results of which may be grounds for dismissal of the Head of the State Customs Service.

One-time certification of customs officials. In order to ensure a high level of qualification and integrity of officials, the draft law provides for a one-time certification that will determine their suitability for the position.

Staff stability and motivation. The draft law provides for a clear definition of salaries and salary components for customs officials, which will contribute to staff stability and reduce corruption risks.

The business expects these innovations to help improve the efficiency of customs authorities, ensure stability in their work, and create a solid foundation for reducing corruption and pressure on business.
