Quality and affordable medicines: The Parliament is recommended to adopt the draft law No. 11493
The Verkhovna Rada Committee on Public Health, Medical Assistance and Health Insurance recommends that the Parliament adopt the government draft law No. 11493 on the peculiarities of state registration of medicines for the second reading.
This was announced by Mykhailo Radutskyi, MP from the Servant of the People party, Chairman of the Verkhovna Rada Committee on National Health, Medical Assistance and Health Insurance.
According to him, the draft law introduces mechanisms for transparent pricing of medicines, as envisaged by the decision of the National Security and Defense Council of February 5 this year.
According to the draft law, the Ministry of Health will enter into the National Price Catalog the declared cost of the manufacturer or importer of medicines, which cannot exceed the price of the three lowest prices in the reference countries of Eastern Europe.
"Pharmacies are obliged to stock medicines at one of the three lowest prices," said the MP.
Practices are also being introduced that should lead to an actual reduction in the purchase prices of medicines: the mechanism of deferred discounts, credit notes, bonuses and other forms of reverse price adjustment can be used by licensees engaged in the production of medicines.
In addition, it is proposed to allow a Ukrainian procurement organization to conduct a simplified state registration of medicines that are registered by a competent authority in the UK or included in the lists of WHO prequalified medicines or vaccines.
The conclusion of agreements on marketing services for the promotion of medicinal products is to be allowed exclusively between manufacturers (importers) and pharmacies (pharmacy chains). The relevant procedure for the provision of services will be approved by the government, and the provision of advertising services outside the places of retail sale of medicines will be prohibited.
"We continue to work to provide Ukrainians with affordable and high-quality medicines at prices that are acceptable to all segments of the population," the MP emphasized.
