When is a paper sick leave issued?
Electronic sick leave is a convenient service that Ukrainians have been using for more than two years. It is formed on the basis of a medical certificate of temporary disability, which a doctor creates in the electronic healthcare system.
However, due to the war, there may be circumstances when a doctor cannot confirm a temporary disability in the electronic healthcare system by issuing a medical certificate of temporary disability. What situations may arise and what the doctor and patient should do is discussed below.
So, if a doctor cannot confirm a temporary disability with a medical certificate of temporary disability, he or she has the right to issue a properly filled out and executed paper form of a sick leave certificate. This is legitimate in the following cases:
- If the period within which the doctor can correct an error in the conclusion on temporary disability in the ESOS has expired. In this case, the decision to issue a sick leave certificate is made by the medical advisory commission of the healthcare institution or the head of the institution.
- If there is no connection between the Electronic Register of Sick Leave Certificates (the system of the Pension Fund of Ukraine) and the Register of Medical Certificates in the EHRN for more than 7 days.
- If users do not have access to the EHR during martial law.
- If the patient has applied for the extension of a temporary disability with a violation of the terms, provided that this violation occurred as a result of wartime (for example, the person was under occupation). The decision to extend a previously issued sick leave is made by the medical advisory commission of the healthcare facility or the head of the facility. The number of the sick leave certificate to be extended is indicated.
It is worth noting that paper sick leave certificates can be issued during the period of martial law and within three months from the date of its termination.
In addition, depending on the situation, it is possible to combine electronic and paper sick leave within one case of temporary disability.
