The Law on the E-Registry of Persons Liable for Military Service is Adopted: What It Means for Citizens

The Parliament supported the draft law No. 10062 on the modernization of the electronic register of military registration with 249 votes in favor.

This was announced by Olena Shulyak, Chair of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, leader of the Servant of the People party.

The parliamentarian emphasized that the introduction of innovations does not imply automatic mobilization. At the same time, the draft law will help improve the registration of conscripts, persons liable for military service and reservists, in particular, which the military has been insisting on for so long.

The draft law will also give the Ministry of Defense the opportunity to strengthen the defense capabilities of our country, including cyber defense and the right to host its IT systems in military cloud storage in NATO member states.

It is known that the registers will not include personal data of conscripts, persons liable for military service and reservists regarding information on leaving Ukraine and returning back, information on the enforcement of a decision against a debtor (details and information of the enforcement document) and other personal data that allow identification of a person.

According to Shulyak, the main task of the Registry is to standardize and digitally optimize military records. The decisions made should contribute to an effective and fair mobilization process, eliminating opportunities for abuse and corruption risks that are often associated with traditional paper-based bureaucratic methods, the MP emphasized.

An important point of the draft law is the possibility of obtaining the status of a combatant online, provided that all the information is available in the system.

"We have made an important step towards creating an effective system that allows us to use data to ensure national security, avoiding current shortcomings and ensuring a high standard of military management and bringing our victory closer," said Olena Shulyak.

As a reminder, on January 9 this year, the Committee on National Security, Defense and Intelligence recommended that MPs adopt draft law No. 10062 in the second reading. Eleven members of the committee voted in favor of the decision, while five abstained.

The law on the unified state register of conscripts, persons liable for military service and reservists was adopted in March 2017. In December 2022, the Cabinet of Ministers issued a decree defining the details of its launch.

The purpose of the Oberig electronic system is to ensure military registration of Ukrainian citizens. It contains information on all conscripts, persons liable for military service and reservists aged 18 to 60. During the war, this simplifies the process of mobilization into the Armed Forces, even though there is no automatic mobilization. This, in turn, increases the effectiveness of the MCC and prevents corruption.
