Ministry of Economy recommends re-registering reservations for persons liable for military service
The Ministry of Economy in its letter dated 10.01.2024 No. 2704-20/2153-01 reminds that the Procedure for Booking approved by the Resolution of the Cabinet of Ministers of Ukraine No. 45 dated 04.02.2015 (as amended by the Resolution of the Cabinet of Ministers of Ukraine No. 12 dated 11.01.2018) (hereinafter - Procedure No. 45) is still in force.
Taking into account the provisions of this document, the authors of the letter suggest the following to the heads of state bodies, local governments, and enterprises.
1. To organize interaction with the territorial centers of recruitment and social support (hereinafter referred to as TSC and SP) (SBU bodies, units of the Foreign Intelligence Service of Ukraine) at the location of the state body, local government body, enterprise regarding the terms of registration and/or re-registration of reservations for persons liable for military service who are subject to reservation for the period of mobilization and wartime in accordance with the Procedure;
2. Prepare the documents on reservations for persons liable for military service in accordance with Procedure No. 45, taking into account the following requirements:
► For persons liable for military service who, during the period of martial law, acquired the right to deferment or were employed by state bodies, local authorities, enterprises for positions included in the lists of positions and professions of persons liable for military service subject to reservation for the period of mobilization and wartime approved by the Government, issue a Certificate and a Notice of Enrollment of a person liable for military service in a special military registration (hereinafter - the Notice).
In the relevant positions of the Certificate and the Notification, executed taking into account the changes made, in particular, by the Resolution of the Cabinet of Ministers of06.06.2023 No. 571, the term of the deferment should be indicated:
- persons liable for military service who work in state and local authorities - "for the period of mobilization";
- persons liable for military service who work at an enterprise - "for six months";
► persons liable for military service of enterprises that need to extend the reservation due to the expiration of the deferral from military service for the period of mobilization and wartime (hereinafter referred to as the deferral), to issue new Certificates and Notices, which shall indicate "for six months" in the items regarding the validity of the deferral.
At the same time, the Ministry of Economy informs that Procedure No. 45 does not contain any rules on restrictions on reservations for persons liable for military service who have a military specialty that is in short supply for the Armed Forces of Ukraine.
The letter proposes that the General Staff of the Armed Forces of Ukraine coordinate the work of the TCC and the JV to use these recommendations on the procedure for issuing and/or re-issuing reservations for persons liable for military service.
