How can IDPs get a subsidy for housing and communal services?

The state supports citizens in difficult life circumstances. One of the ways of support is to provide subsidies for housing and utility services, the demand for which has increased due to the full-scale war with Russia.

This support is especially relevant for many IDPs who were forced to move to other regions of the country due to the hostilities.

Families whose housing and utility bills exceed the mandatory payment are eligible to receive a housing subsidy.

So, if the sum of all payments (within the established social standards of service consumption) is higher than the mandatory payment, you can potentially receive a subsidy.

The amount of the subsidy is calculated individually for each household. It directly depends on the family's income: the lower the income, the greater the share of expenses paid by the state.

IMPORTANT! When determining the housing subsidy, the total income does not include the housing allowance provided to IDPs.

In order to receive a subsidy for housing and communal services, internally displaced persons can apply to:

  • Service Center of the Pension Fund of Ukraine;
  • Administrative Service Center;
  • an authorized official of the executive body of the village, town or city council of the territorial community.

To receive a subsidy, you need:

  • Application for a subsidy.
  • A declaration of income and expenses, which contains information about the persons living together in the household.
  • Passport, taxpayer registration number.
  • Certificate of IDP status.

You can check whether you have been granted a subsidy for housing and communal services by contacting the authority where you applied for the subsidy in person or on the official Pension Fund web portal. You need to log in to your personal e-services account using an electronic signature or Diia.

The subsidy is provided at the place of actual residence - the conclusion of a rental agreement is not required.
