Hetmantsev proposes to exempt white business from inspections: who is it about?

Danylo Hetmantsev, Chairman of the Verkhovna Rada's Tax Committee, emphasizes that the Committee has developed a draft law on the white business club.

The idea is that if an entrepreneur meets simple and transparent criteria for paying taxes above the industry average and paying salaries above the industry average, they will not be subject to tax control in the form of inspections. This is among other advantages. The list is reviewed quarterly.

According to the MP: "This is about a new social contract between the state and business. I know that business is waiting for the draft law."

The draft law proposes:

1) expanding the content of the concept of "tax risk" and introducing the term "compliance (tax risk management)"

2) introduction of the List of taxpayers with a high level of voluntary compliance with tax legislation, which will enjoy a number of advantages in tax administration during martial law;

3) the List of taxpayers with a high level of voluntary compliance with tax legislation (hereinafter - the List) will be updated on a quarterly basis with legal entities and individual entrepreneurs that meet a number of requirements and criteria (in particular, requirements for the level of tax payment, requirements for the level of payroll, etc;)

4) the List will be maintained by the State Tax Service of Ukraine, and the taxpayer will receive information on its inclusion through an electronic cabinet;

5) taxpayers included in the List will receive the following benefits:

a) moratorium on documentary audits;
b) reduction of the timeframe for in-house and documentary audits for the purposes of budgetary reimbursement - 5 calendar days;
c) individual tax consultations within 5 calendar days;
d) the taxpayer will be assigned a compliance manager with whom the taxpayer will be able to interact, in particular, using remote communication means, including videoconferencing;
e) upon request, the taxpayer has the right to receive information on tax information available to the supervisory authority that may indicate tax risks in the taxpayer's activities, as well as advice on how to eliminate such risks within five days.
