Stages of E-B/L implementation

On March 6, the Union of Ukrainian Entrepreneurs (SUP) Committee on Information and Communication Technologies and the SUP Committee on Transport and Logistics jointly organized a meeting with Anatoliy Komirnyi, Deputy Minister of Development of Communities, Territories and Infrastructure of Ukraine for Digital Development, Digital Transformation and Digitalization.

The meeting discussed issues relevant not only to the logistics and transportation sector in the context of the eB/LTN project.

The eB/LTN, along with other digitalization projects of the state, is moving towards the European integration program and therefore is not only an important element of business development in Ukraine, but also part of the country's development program in general. Therefore, it is important for both parties to join forces with business and government to coordinate the implementation and regulation of eBay in times of war.

In this regard, the Ministry of Infrastructure has made a number of changes in this area, taking into account previous comments from business, but wartime makes the project implementation more difficult.

According to the Ministry's representatives, the project is at the stage of active development: a draft resolution of the Cabinet of Ministers of Ukraine, which proposes to conduct a pilot project on the implementation of eB/L in the field of domestic cargo transportation within two years in Ukraine, is scheduled for consideration by the Government in the coming weeks, which, in turn, will be the first step towards clarity in the regulation of this issue and will enable the use of eB/L by businesses.

Anatoliy noted that EDI providers will continue to communicate with businesses within the framework of the pilot project of using eB/L, which will be able to provide providers with all the necessary information, which in turn will help to obtain all the necessary statistics for further project development forecasts.

Oleksandr Vernyhora, Head of the CJS ICT Committee, proposed to create a working group to provide business with initiatives on the project and to provide the Ministry with comments and suggestions from business for further processing and consideration. The members of the meeting unanimously supported the importance of the eB/L project and the need to join forces to create a proper regulatory framework that will help simplify a number of processes for both business and the state.
