The government will regulate the road transport market in accordance with EU standards

The Committee on Transport and Infrastructure has approved the second reading of the government draft law No. 4560. The draft law was developed by the Ministry of Communities, Territories and Infrastructure.

The key objective of the document is to regulate the road transport market and its activities in accordance with the EU standards. In fact, it is about the European integration of services in this area and the adaptation of Ukrainian legislation to EU acts.

Adoption of the draft law as a whole will allow:

  • Improve the level of transportation services;
  • Ensure compliance of Ukrainian road carriers with EU requirements;
  • Increase the competitiveness of national carriers in the European road transportation market;
  • Ensure the digitalization of public services in road transport.

The approved version of the draft law defines the specifics of road transport licensing in accordance with the provisions of Regulation (EC) No. 1071/2009.

An important provision is also the introduction of a system for obtaining certificates of professional competence for transportation managers (managers).

In addition, it is about introducing a mechanism to confirm the impeccable business reputation of road carriers. The latter is a set of confirmed information about the carrier regarding the compliance of its activities with the requirements of the law. For example, the absence of violations, fines or other sanctions against the carrier.

The wording supported by the Committee also establishes measures to influence road carriers and rules that will regulate all aspects of administrative offenses in the field of domestic and international road transportation of passengers and goods.

As a reminder, Draft Law No. 4560 was submitted to the Verkhovna Rada by the Cabinet of Ministers in December 2020. In October 2022, MPs approved the draft law in the first reading.
