What are the restrictions for men abroad in the new law on mobilization: a list

Consular services have been suspended for Ukrainian men aged 18 to 60 abroad. Meanwhile, the law on mobilization, which will come into force in mid-May, states that consular services abroad are possible only if military records are updated, but there are still exceptions. Update on the situation abroad

According to the new mobilization law, Ukrainian citizens who are registered for military service are required to update their credentials within 60 days of the law's entry into force.

And if such a person is abroad, he or she can do so in three ways, namely

  • remotely by e-mail,
  • by calling the official telephone number listed on the official website of the military registration and enlistment office where he/she is registered
  • through an electronic cabinet (note that registration in the e-cabinet of a person liable for military service will be voluntary, but it will be available to all).

In addition, the law states that citizens of Ukraine who are deregistered from the military register due to leaving Ukraine for more than 3 months will have to register for military service within 30 days from the date of entry into force of the resolution of the Cabinet of Ministers of Ukraine that will determine the specifics of military registration of Ukrainian citizens permanently or temporarily residing abroad.

Consular services

The law clearly stipulates that consular services in foreign diplomatic missions of Ukraine during martial law upon the applications of male Ukrainian citizens aged 18 to 60 who have not updated their personal military registration data in due time are subject to simultaneous updating.

There are exceptions, however, and these restrictions do not apply to

  • issuing an identity card for returning to Ukraine,
  • performing consular actions in respect of children of a Ukrainian citizen whose second parent is a foreigner or stateless person
  • performing actions on applications of Ukrainian citizens who are under arrest, detained or imprisoned abroad.

The validity of military registration documents is verified by a consular official of a foreign diplomatic mission of Ukraine in accordance with the procedure established by the Cabinet of Ministers of Ukraine.

Also, during the period of martial law, Ukrainian men aged 18 to 60 are required to carry a military registration document together with an identity document and present them at the request of an authorized representative of the district (city) CCC and JV or a police officer, as well as a representative of the State Border Guard Service of Ukraine in the border area, controlled border area and at checkpoints across the state border of Ukraine.
