Instead of a classifier of professions, we will get a Unified Register of Qualifications

The existing National Classifier of Occupations and the Handbook of Qualification Characteristics of Employee Occupations, due to their lack of synchronization with the Register of Qualifications, obsolescence and inconsistency with modern production processes and equipment, as well as maintenance by different entities, hinder the development of the labor market and do not contribute to the effective performance of the tasks and functions of the collegial body in the field of qualifications.

To address this issue, the VRU adopted as a basis the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Improving the National Qualifications System in Accordance with the Actual Needs of the Labor Market and Other Issues"(No. 9630).

The purpose of the draft law is to streamline the qualification system and create a Unified Register of Qualifications (Classifier of Occupations) by combining the National Classifier of Occupations, the Handbook of Qualification Characteristics of Employee Occupations, the Register of Qualifications, digitalizing them and synchronizing them with other databases so that the process of exchanging and accessing information on professional qualifications is fast, transparent and meets the needs of the labor market in real time.

The authority to maintain the Unified Register of Qualifications (Classifier of Occupations) to a collegial body in the field of qualifications is due to the nature of the tasks facing such a body, which was created according to the modern European model of social partnership, which has proven to be the most effective for the qualifications sector in Western Europe. Therefore, the purpose of authorizing the collegial body in the field of qualifications is to facilitate the implementation of the tasks in the field of qualifications facing the state and to promote the efficiency of their implementation.
