The Rada continues to work on a draft law on the use of English in Ukraine

On June 3, 2024, the Committee on Humanitarian and Information Policy revised its conclusion of March 5, 2024, on the draft law on the use of English in Ukraine (Reg. No. 9432, second reading).

The purpose of the draft law is to increase Ukraine's competitiveness, increase its investment and tourist attractiveness, expand the use of English in public spheres of public life, and create favorable conditions for Ukrainian citizens to learn English. The draft law has already been adopted as a basis.

At the meeting, the Committee supported amendment No. 336 in the updated version by a majority vote. The amendment instructs the Cabinet of Ministers of Ukraine to develop and approve a state target program to promote the study and use of the English language in Ukraine, which, in particular, provides for the specifics of ensuring that cinemas (relevant cinematography entities) screen foreign films in English in compliance with the requirements established by the Law of Ukraine "On Ensuring the Functioning of the Ukrainian Language as the State Language", provided that the costs of the relevant cinematography entities are reimbursed.

In addition, this amendment states that "ensuring the demonstration of foreign films in English under the specified conditions of reimbursement of the relevant costs shall be carried out by cinematographic entities on a voluntary basis, but in compliance with the following minimum requirements: each hall in which a cinematographic entity demonstrates films shall hold at least 8 demonstrations (public screenings) of films in English during a calendar month, with at least 2 demonstrations (public screenings) to be held during a week at any time in the

The Committee recommends that the Verkhovna Rada of Ukraine adopt Draft Law No. 9432 in the second reading and as a whole.
