The Government has supported the draft law on the UIISS, which improves the social support system

On June 21, the Cabinet of Ministers of Ukraine approved the draft law "On the Unified Social Sphere Information System" developed by the Ministry of Social Policy. This will primarily allow the implementation of European standards for the provision of social support.

The draft law approved by the Government will help to unite registers, databases and resources of the social sphere in the Unified Social Information System (USIS). Thus, the UISSS will replace the old disparate registers with a single database with the "social history" of individuals and families.

This means that a person or family in need of social support will not have to spend extra time collecting certificates or visiting institutions. Support can be requested online or in person anywhere in Ukraine, and thanks to exchanges with other registries, such a request will be promptly processed.

The document was developed by the Ministry of Social Policy with the involvement of international experts. Now, after approval by the Cabinet of Ministers, it will be sent to the Verkhovna Rada for consideration.

"In order to provide social support, local specialists are forced to use various programs that were created 20 or more years ago. This does not solve the new challenges we face every time. That is why the social sector needs a modern system that will accumulate, store and automatically process all information. If the Parliament does not adopt the law on the UIISS, the social support system risks remaining fragmented and fragmented, so we are counting on the support of MPs," said Oksana Zholnovych, Minister of Social Policy.

The adoption of the law will help to transparently administer all social support expenditures. Currently, they reach UAH 470 billion.

According to Kostyantyn Koshelenko, Deputy Minister of Social Policy for Digital Development, Digital Transformation and Digitalization, the Unified Social Register is a key element of the UISSS. It collects information only about people in need of social support.

In addition, the draft law on the Unified System proposes:

  • efficiency and comprehensiveness of social support;
  • minimization of the corruption component at the local level;
  • enhanced protection of personal data.
