"Transport visa-free regime": updated rules for international cargo transportation

The updated Agreement on the Liberalization of Freight Transport between Ukraine and the European Union provides for a number of changes that affect Ukrainian and foreign carriers.

Now, in order to carry out transportation under the Agreement, carriers must:

1. Have a transportation license on board in paper form

It is enough for Ukrainian carriers to have an extract of the license for international transportation of goods in English with a QR code on board the truck. You can get it in the carrier's personal account.

2. Have cargo documents for empty vehicles

When leaving Ukraine with an empty vehicle, the driver must have documents confirming the return with the cargo that the driver will pick up on the way back. This can be a contract or an application signed by the carrier. These documents must contain, among other things, the name, contact details, and address of the sender. They must also indicate the place of loading.

3. Have documents on board to confirm the type of transportation

Throughout the flight, you must have documents in paper or electronic form confirming the type of transportation on board. These are bills of lading, waybills, cargo customs declarations, etc.

4. Have documents for returning an empty truck

When returning an empty truck to Ukraine, you must have documents confirming the transportation of goods in direct traffic.

5. Sticker on the windshield

A 5 cm sticker must be placed on the windshield of the vehicle. Its appearance is approved in the Agreement. If the carrier carries out transportation not under the terms of the Agreement, i.e. not bilateral Ukraine-EU or EU-Ukraine, but, for example, under the ECMT permit, the sticker must be hidden.
