The Rada recommends abandoning the time change

The Committee on Economic Development recommends that the Verkhovna Rada adopt the draft law on timekeeping in Ukraine as a whole.

On July 12, 2024, a meeting of the Committee on Economic Development was held to consider the draft Law on Timekeeping in Ukraine, Reg. № 4201. The purpose of the draft law is to define the legal basis for establishing time units, calculating time in Ukraine and meeting the needs of citizens, society and the state for reliable information about the exact time and calendar date.

The draft law is aimed at protecting public health, as most scientists and doctors believe that the current timekeeping procedure, which involves the annual setting of clocks one hour forward and one hour back, has a number of negative consequences and causes a significant deterioration in the health of citizens during the period of adaptation to "summer" and "winter" time.

Such a "seasonal time jump" leads to changes in human biological rhythms, which negatively affects the general state of a person, both physiological and psychological. After changing the clocks, people feel worse, have a decrease in their ability to work, and experience a significant exacerbation of chronic diseases. Scientific studies have linked time changes to diseases of the cardiovascular or immune systems, as they interrupt biological cycles. It has also been proven that time change does not help energy saving.

In addition, according to the lawmakers, the draft law is intended to protect the territorial integrity and strengthen the national security of Ukraine by establishing and enshrining a single Kyiv time throughout the entire territory of Ukraine without exception.

As stated on the VRU website, the adoption of the law will ensure that the procedure for calculating time in Ukraine is defined at the legislative level, will help improve the health of citizens, increase the efficiency of the population, help counteract aggression from Russia and promote Ukraine's European integration aspirations.

Following the discussion, the members of the Committee decided to recommend that the Verkhovna Rada of Ukraine adopt the draft law as a whole after the second reading.
