"Economy booking": one of the ways to fill the budget

"Economic booking": one of the ways to fill the budget with potential revenues of UAH 200 to 320 billion annually.

The Union of Ukrainian Entrepreneurs took part in a roundtable discussion on "Legislative Approaches to Employee Reservation" organized by the Committee on Economic Development (hereinafter - the Committee) with the support of the USAID RADA: Next Generation Program.

The event brought together MPs, representatives of the Ministry of Economy, Ministry of Defense, as well as experts and representatives of business associations.

Under the chairmanship of Dmytro Natalukha, three main models of legislative initiatives to introduce "economic booking" that are currently being developed by the Committee were presented:

Payment of a special fee in the amount of 1200 non-taxable minimum incomes (draft law No. 11332 of 11.06.2024)
Booking on the basis of an average monthly salary of at least twelve subsistence minimums (Draft Law No. 11331-1 of June 17, 2024)
Mixed booking model

The business associations present supported "economic booking" as an additional mechanism based on the current booking legislation and emphasized the need for its rapid implementation, as this solution will help

reduce the tax burden on legal business
contribute to the predictability and stability of enterprises
ensure sustainable development of the defense sector

The Union is actively involved in the development of proposals and insists on taking into account the positions of business when finalizing legislative initiatives.
