Parliament adopted the Law "On Grapes and Viticulture Products" - Ministry of Agrarian Policy
The Verkhovna Rada of Ukraine adopted the draft Law "On Grapes and Viticulture Products" No. 9139. The document, developed by the Ministry of Agrarian Policy, was supported by 311 MPs.
The main purpose of the law is to bring the sectoral legislation in line with the requirements of international rules for the production of viticulture and winemaking products and to implement the provisions of the EU Regulations on viticulture and winemaking, oenological practices, production of flavored wine products, use and protection of geographical indications of wines, flavored wine products, and control in the field of viticulture and winemaking.
The main provisions of the Law provide for
- to bring terms and definitions, classification of grape varieties and requirements for the production of viticulture and winemaking products, flavored wine products, as well as certain oenological practices and restrictions in line with the requirements adopted in the EU
- to introduce requirements for the production and circulation of wines, viticulture and winemaking products, flavored wine products with geographical indications similar to the current rules in the EU;
- to define the mechanism of protection of geographical indications in Ukraine;
- introduce new terms and definitions in accordance with the categories of European legislation;
- create a unified state information system "Viticultural and Winemaking Register";
- provide for the possibility of state support for viticulture and winemaking;
- implement rules on labeling and presentation of wine products;
- establish the principles for conducting inspections of the production of wine products from the grape bush to the final product, define controlling institutions and their powers, and specify the sanctions imposed for violation of the requirements established by law.
The adoption of the Law will allow:
- Provide citizens with high-quality products with special properties due to the natural conditions of the territory of origin, produced in accordance with international rules;
- create new jobs in rural areas and favorable conditions for the development of business entities of all forms of ownership
- improve public health by providing citizens with high-quality safe products manufactured in accordance with international standards.
The law comes into force on January 1, 2026.
