Digital European model of disability determination to be implemented in Ukraine
At the regional level, MSECs will be liquidated by the end of the year, and access to the Electronic Healthcare System will ensure digitalization of the disability assessment process.
This was stated by Mykhailo Radutskyi, MP from the Servant of the People faction, Chairman of the Verkhovna Rada Committee on National Health, Medical Assistance and Health Insurance.
"The President held a meeting of the National Security and Defense Council, where he criticized corruption in medical and social commissions and instructed to eliminate them. I fully support the decision of the National Security and Defense Council. I consider MSECs to be Soviet rudiments, which, due to numerous scandals, are associated with bribes and fake certificates among Ukrainians," the MP emphasized.
He added that according to the decision of the National Security and Defense Council, the MSEC system will be eliminated by the end of the year and all stages of disability determination will be fully digitalized. In addition, the draft law on reforming the MSEC should be submitted to the Verkhovna Rada within a month.
"My position is that every corrupt official must be punished. Both those who help to obtain fake documents and those who receive them," noted Radutskyi.
He noted that personnel decisions have already been made. Those responsible for verifying the conclusions of the MSEC have been dismissed: officials of the Ministry of Health, heads of the Central MSEC, the Ukrainian State Research Institute for Medical and Social Problems of Disability of the Ministry of Health, and the Research Institute for Rehabilitation of Persons with Disabilities of Vinnytsia Medical University.
According to Radutsky, the central MSEC will be liquidated by the end of the week, and all regional ones by the end of the year.
"At the regional level, their examination functions will be transferred to cluster and supercluster hospitals of a capable network of medical institutions. The access to the Electronic Healthcare System will ensure the digitalization of the examination processes," explained the head of the relevant parliamentary committee.
The Ministry of Health, together with law enforcement agencies, will also set up working groups to verify the validity of the decisions of the MSEC, in particular, regarding the establishment of disability for officials.
"This concept of changes is in line with the provisions of the draft law developed by the Ministry of Health," Radutsky concluded.
