Fight against "drops": banks are obliged to provide information to the National Police
Volodymyr Zelenskyy has signed Law No. 3994 "On Amendments to Certain Laws of Ukraine on Improving the Functions of the National Bank of Ukraine on State Regulation of Financial Services Markets".
The law defines the mechanisms for payment service providers to respond to a request from the National Police regarding signs of a criminal offense in payment transactions.
This is, in particular, designed to combat inappropriate card users, the so-called "dropers " who provide their cards to criminals to transfer stolen funds.
"In addition, the approaches to which payment services provided by mobile operators will be considered limited payment services have been changed. The amendments take into account the positions reached as a result of the finalization and agreed by the Committee, mobile operators and the National Bank, the regulator of payment systems," said Danylo Hetmantsev, Chairman of the Tax Committee of the Verkhovna Rada.
The parliamentarian added that the draft law also grants united credit unions the right to attract loans from foreign donors in foreign currency, which will open up an additional resource for them to finance small and micro businesses.
