The Ukrainian labor market is most in need of blue-collar workers. Since the beginning of the war, there has been a shortage of skilled workers in industrial production and a shortage of workers in the transportation sector. Read more about the situation with the shortage of personnel and in which industries there are more vacancies than job seekers in the RBC-Ukraine article.

In which areas is there a staff shortage?

For a long time, the Ukrainian labor market has been experiencing a shortage of "labor." The deficit has arisen against the backdrop of a full-scale war and the resulting migration of the population and the mobilization of men into the ranks of the Defense Forces.

According to the State Employment Service (SES), as of December 1, 2024, skilled workers with tools remain the most in demand. The number of vacancies in this category significantly exceeds the number of job seekers (12.8 thousand vs. 9.6 thousand).

Last month, the number of vacancies on the personnel portal Work.ua was also dominated by "Working specialties, production" (19.5 thousand vacancies).

At the same time, analysts note that the number of offers in this category decreased by 7% compared to October. In general, the number of vacancies on the portal decreased in November. The only exception was the Security and Safety category, where there was an increase in offers, in particular for police officers, drone operators, squad commanders, platoon sergeants, signalmen, and mortar operators.

Who are employers looking for the most

In industrial production, there is a shortage of specialists with skills in working with certain types of equipment.

For example, as of December 1, the SES posted 600 vacancies for electric and gas welders, while the number of applicants for this position was only 299.

The following labor specialties are in demand:

  • Turner (402 job offers for 90 applicants);

Employers are looking for experience, a certain category, the ability to work with different types of machine tools, and the ability to read drawings.

  • operator of programmed machine tools (220 offers for 54 applicants);

Among the requirements are experience on certain CNC machines, skills in working with specialized software (CAD, CAM programs), ability to read drawings.

  • milling machine operator (159 vacancies for 23 applicants);

Work on a milling machine, processing of complex surfaces of parts on universal machines and CNC. Work experience and the ability to read drawings are required.

There is also a shortage of personnel in the transportation sector. There are more vacancies than job seekers in the following professions:

  • motor vehicle driver (2524 offers for 2437 applicants);

Jobs are offered in trucks and public transport, so a proper driver's license and driving experience are required.

  • forkliftdriver (273 offers for 70 applicants);

The work of a "forklift driver" in warehouses, which involves unloading, moving, stacking goods.

  • trolleybus driver (77 vacancies for 16 applicants).

Duties will include the transportation of passengers by urban electric transport. The requirements include knowledge of traffic rules, the ability to hitch trolleybuses, and preparation of vehicles before going on the line.

Some vacancies require preliminary training, so employers are willing to hire people without experience.

For example, in Kyiv, a driver's apprentice is offered a salary of UAH 8,000 for a training period of 4.5 months, while drivers with experience are paid UAH 19,000.

The following data were used in the preparation of the article: SES statistics as of December 1, Work.ua analytical report, and data from the Unified Job Portal.
