Parliament is preparing new legislation to replace the outdated Housing Code
The Verkhovna Rada and the government are developing a legislative framework for a new housing policy to solve the problem of housing queues and create a reserve housing stock.
This was announced by Olena Shulyak, Chair of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, leader of the Servant of the People party, during a dialogue with journalists attended by nearly 100 representatives of regional media.
"We want to eliminate the outdated Housing Code, which was adopted in Ukraine back in 1983, and develop a completely new legislative framework, introduce new rules in the formation of housing policy," Shulyak said.
She added that such a reform is one of the structural beacons for obtaining funding under the Ukraine Facility program. Ukraine has committed itself to adopting a new law on the basic principles of housing policy by the end of 2025.
"Currently, the outdated housing legislation does not work: today we have an apartment waiting list of more than 600 thousand people and it is not decreasing. And local authorities do not have social housing stock to temporarily accommodate even a few dozen families, if necessary," stated the head of the relevant parliamentary committee.
According to Shulyak, the new legislation will concern social housing, rent, changes to the Tax Code and digitalization. In particular, it is about creating a large digital system in the housing sector, which will help to select the most optimal state support program and solve the housing problem in each individual case.
"We believe that the housing reform is very important in terms of preserving our human capital and providing people with decent living conditions. Therefore, we will jointly try to do everything possible to make it happen," Shulyak summarized.
