How SEPs and banks will work in the period after 2024 and in early 2025

The NBU has determined the regulations of the NBU's electronic payment system (hereinafter referred to as the EPS) and the procedure for the Ukrainian banking system in the period ending in 2024 and beginning in 2025.

During this period, as well as throughout 2024, the EPS will operate 24/7 with the date of the current calendar day in accordance with the System's Technological Regulations.

At the same time, the NBU took into account the request of the State Treasury Service of Ukraine to impose restrictions on the operation of the EPS for this institution due to the end of the reporting year.

In this regard:

• On December 30, 2024, theEPS continues to operate in the normal 24/7 mode. The foreign exchange market of Ukraine, the NBU depository and the NBU in the course of the depository activities of a depository institution (hereinafter referred to as the NBU depository), as well as other NBU systems, operate as usual. Payments in foreign currency from the State Treasury Service of Ukraine through the NBU and JSC Ukreximbank are made until 13:00. Settlements for payments on public debt repayment and servicing between the State Treasury Service of Ukraine and the National Bank in national currency are made until 16:00.
• On December 31, 2024 and January 1, 2025 , the EPS will continue to operate in the normal 24/7 mode, while payment and information messages from and to the State Treasury Service of Ukraine will not be accepted through the EPS. The Ukrainian banking system is operating as usual. The foreign exchange market of Ukraine, the NBU depository, and other systems of the NBU are operating as usual.

To ensure the smooth operation of the banking system of Ukraine and proper customer service, banks are required to stock their cash desks and ATMs with cash of various denominations in advance.

The relevant rules are contained in Resolution of the Board of the National Bank of Ukraine No. 154 "On the Regulations of the Electronic Payment System of the National Bank of Ukraine and the Procedure for the Operation of the Banking System of Ukraine during the Period of the End of the Reporting Year" dated December 20, 2024.
