Ministry of Justice plans to create a "Pentagon of state registers" - Stefanishyna

The Ministry of Justice plans to implement a data protection mechanism that will become a kind of "Pentagon of state registers," Ukrinform reports.

This was reported in an interview with Ukrinform by Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice Olha Stefanishyna.

"We provide recovery on sites that have a proper mechanism for protecting relevant data from possible attacks. We have also already developed a plan to create a kind of "Pentagon" for state registries, which we expect to be implemented quickly. The relevant team is already working on launching this initiative," Stefanishyna emphasized.

According to her, the goal of the aggressor country during the cyberattack was primarily to undermine the functionality of the state.

"This goal was not achieved, for which I am particularly grateful to the specialists of the Ministry of Justice. However, cyber warfare is being waged 24 hours a day, seven days a week. As long as the full-scale war with Russia continues, the cyber war will continue," Stefanishyna said.

As Ukrinform reported, on December 19, 2024, Russia launched the largest cyberattack on Ukraine's state registries in recent times, attempting to disrupt critical infrastructure. As a result, the unified and state registries administered by the Ministry of Justice were suspended.

The SBU opened a criminal investigation into the cyberattack.

Stefanishyna said that despite the large-scale cyberattack, all the data in the state registers was preserved.

On January 4, the Civil Registry Office was re-launched in the state registry system, restoring the ability to register marriages, births, and other acts of civil status.

On January 9, the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (USR) resumed operation after a large-scale cyberattack by Russia.

The Ministry of Justice predicts that the state registers that were subjected to the Russian cyberattack will be fully operational by the end of January.
