Vocational training with the assistance of the employment service: opportunities in 2025
The Employment Service continues to help citizens acquire new knowledge, become competitive in the labor market and confidently move towards their goals by providing vocational training services.
The main areas of vocational training offered by the Employment Service are:
1. Training for the registered unemployed
People who have the status of registered unemployed can receive a certificate entitling them to vocational training in educational institutions licensed to provide this type of service, or individual training at the workplace (in production) or an internship with an employer.
The certificate covers the cost of training in the amount of up to 10 subsistence minimums for able-bodied persons. As of today, this is UAH 30,280.
The costs of accommodation and travel to the educational institution for the period of study are also compensated.
2. Tuition voucher
This is a document that allows certain categories of citizens to study in one of 155 professions and specialties, the list of which is approved by the Ministry of Economy of Ukraine.
People aged 45+, veterans, internally displaced persons, people with disabilities, etc. can receive a voucher.
The value of the voucher cannot exceed 10 times the subsistence level for able-bodied persons. Today, this is UAH 30,280. If the cost of education exceeds this amount, the person pays the difference on their own.
3. Training of combatants and persons with disabilities caused by war in vocational education centers of the State Employment Service
The Employment Service offers veterans free vocational training, regardless of their level of education. In eight modern vocational education centers of the State Employment Service, you can learn one of 97 working professions or undergo advanced training in more than 400 educational programs.
The training lasts up to 6 months and can take place in a format convenient for the veteran: in person, remotely or in a dual form. The Employment Service provides free accommodation and reimburses travel expenses. For veterans with group I disabilities, these conditions also apply to people who accompany them.
You can apply online. Upon successful completion of the training, graduates receive a state-issued document.
4. Training for women in traditionally male-dominated professions
In November 2024, the government launched a new project that will allow Ukrainian women to master more than 30 professions in areas where they were previously less represented.
According to the program, women will be trained at the request of the employer. The professions that women will be able to learn include tram, trolleybus, and forklift driver; operator of computer-controlled machines; milling machine operator; installation and maintenance of renewable energy systems; and others.
The Employment Service pays for training in an amount that cannot exceed 10 subsistence minimums for able-bodied persons (currently UAH 30,280). If the cost of training exceeds this amount, the difference can be paid by the employer or project participant.
"Thanks to the training programs offered by the Employment Service, those who wish to do so will be able to realize their professional potential in 2025. We are talking about vocational training, retraining, and advanced training. This will help them to be competitive in the labor market and contribute to successful employment," said Dmytro Novytskyi, Director of the Kyiv Employment Service.

In 2024, almost 730 training vouchers were issued in Kyiv. In addition, almost 700 registered unemployed people received vocational training.
