Performing notarial acts in diplomatic and consular institutions of Ukraine
For Ukrainian citizens abroad, the possibility of applying to diplomatic and consular missions for notarial acts is an important component of protecting their rights.
Notarial acts in such institutions are regulated by a number of regulations, including the Law of Ukraine "On Notaries", the Regulation on the Procedure for Performing Notarial Acts in Diplomatic Missions and Consular Offices of Ukraine, approved by Order of the Ministry of Foreign Affairs of Ukraine No. 142/5/310 dated 27.12.2004, and international agreements.
Consular officers working in diplomatic missions and consular posts of Ukraine are responsible for notarial acts. Thus, consuls, in particular, perform the following notarial acts
- certification of authenticity of signatures on applications;
- certification of the authenticity of copies of documents;
- certification of powers of attorney;
- certification of the accuracy of translation of documents from one language into another;
- certification of the fact that an individual is alive;
- certification of the fact that an individual is in a certain place.
Where to apply?
Notarial services are provided at the premises of consulates and embassies of Ukraine during the designated hours of reception.

Documents are submitted during the reception of citizens at a certain time, subject to prior registration in the electronic queue system. During registration, the name of the service must be indicated. For example, certification of signature authenticity.
If a person plans to perform several consular actions, it is necessary to register for each action separately.
The registration confirmation will be sent to the email address specified during registration.

What documents should I bring with me?
The following documents must be presented when applying:
- passport of a citizen of Ukraine for traveling abroad;
- a copy of the document that needs to be certified or verified;
- a certificate of assignment of a taxpayer identification number;
- receipt of payment of the consular fee (depending on the consular action);
- other documents required for the notarial act (certificate of ownership of real estate, birth certificate of a child, marriage certificate, death certificate, etc.)
What if the person does not speak Ukrainian?
If a person who has applied for a notarial act does not speak Ukrainian, the texts of the documents to be drawn up must be translated by a consul or an interpreter in writing or orally, as indicated in the notarial endorsement.
A person who does not know the language in which the document is drawn up shall sign in the language he or she knows.
Payment for notarial acts:
Notarial acts performed at diplomatic missions and consular posts of Ukraine are subject to a consular fee in the amounts determined by law, which is collected during the reception of citizens in a non-cash form (by bank card at the post office or at the nearest bank or post office branch in cash) only after the consul checks and accepts the package of documents.
The latest information on the payment of the consular fee is available on the websites of the embassies and consulates of Ukraine.
The following persons are exempt from paying the consular fee:
- Persons affected by the Chornobyl disaster in categories 1 and 2;
- Persons with disabilities of groups I and II and their legal representatives acting on behalf of such persons;
- children with disabilities or their legal representatives acting on behalf of such persons;
- orphans, children deprived of parental care, their legal representatives acting on behalf of such children.
