The State Tax Service cooperates with the IMF on tax administration reform

Ruslan Kravchenko, Head of the State Tax Service, held a working meeting with IMF representatives Enrico Aav and Susan Betts. The participants discussed specific measures to implement the recommendations received by the State Tax Service within the framework of the IMF's technical assistance to the National Revenue Strategy 2030.

"The tax administration reform is ongoing. Together with the IMF team, we are working on a set of measures to make the system more efficient, transparent and modern," Ruslan Kravchenko emphasized.

According to him, the State Tax Service is already actively working on the following main areas:

Reform management - reform monitoring criteria are being updated and effective change management is being implemented.

Compliance risk management - key performance indicators for the pilot project are being developed, employee skills are being audited, etc.

Tax audit - risk-oriented approaches to audit are being implemented, and key performance indicators are being developed.

IT reforms - increasing automation of processes to reduce administrative burden and maximize transparency.

During the meeting, the parties agreed on a plan of joint work for the near future to improve the tax audit processes, in particular, in terms of defining the strategic and operational goals of this activity of the State Tax Service, and introducing a risk-oriented approach to the formation of audit plans.

This will allow Ukraine to achieve the fulfillment of the relevant beacons of the memorandum with the IMF and create a tax administration system that meets the best international standards.
