Video surveillance at customs warehouses: there is a draft of the Cabinet of Ministers
The Ministry of Finance of Ukraine has published a draft resolution of the Cabinet of Ministers of Ukraine "On Approval of Requirements for the Arrangement and Operation of Video Surveillance Systems at the Facilities of Enterprises that Have Been Granted Authorizations to Operate Customs Warehouses and Temporary Storage Warehouses, Permits to Operate Duty-Free Shops and Commercial or Service Free Zones" (hereinafter - the draft resolution) for comments and suggestions.
The draft resolution was developed pursuant to paragraph 2 of Section II "Final and Transitional Provisions" of the Law of Ukraine No. 3926-IX dated August 22, 2024 "On Amendments to the Customs Code of Ukraine on the Implementation of Certain Provisions of the Customs Code of the European Union" (hereinafter - Law No. 3926-IX), implementation of the requirements of part four of Article 404 of the Customs Code of Ukraine (hereinafter - the Code) regarding the establishment of requirements for the installation and operation of video surveillance systems at the facilities of enterprises that have been granted authorizations to operate customs warehouses and warehouses.
Equipping company facilities with video surveillance systems will ensure compliance with the Code, help prevent and combat smuggling, combat violations of customs rules, including timely response to offenses, and ensure that customs authorities monitor the company's compliance with the criteria and/or conditions for granting authorization or permission to carry out the relevant activities of the company, etc.
Comments and suggestions on the content of the draft resolution should be submitted within one month from the date of publication of the draft resolution and the relevant regulatory impact analysis in writing and/or electronically to the following addresses:
